CLIENT REQUIREMENT

  • Provide Lead Technical Adviser for the production of a Notional Infraco Strategy for the delivery of the PPP contract for the Jubilee, Northern and Piccadilly Lines (JNP).
  • Provide opinion on the funding requirements for the upgrade, renewals and maintenance activities in Review Period 2 in support of the PPP Arbiter’s Determination.

Stuart Maher Limited's Contribution

 

Fulfilled the lead technical adviser role for the production of a Notional Infraco Strategy for the delivery of the 30 year PPP contract for the JNP maintenance, renewals and upgrades. The exercise was commissioned by OPPPA, and managed through Halcrow, with the objective of providing the PPP Arbiter with an understanding of the scope and costs associated with achieving the performance requirements of the PPP contract. The advice provided informed the PPP Arbiter’s 2010 determination of the funding requirements for the 7½ year review period (RP2) commencing 1 July 2010.

 

In addition to the general requirements associated with the lead technical adviser role, we also provided detailed advice concerning the track, civils and stations assets. For the track assets, this also included the development of a track model that enabled the ‘high level’ determination of the scope and cost for the track renewals and maintenance across the JNP.
